Most of the Amazon exploiters are not even from Brazil. So of course since the land now belongs to external agents the country's laws don't do jack shit.

This is not about the Amazon. It’s about the Atlantic forest (mata atlântica), which spans most of the country south-to-north right through the most inhabited areas by the east coast, essentially at the opposite side of the country.
