The difference is that the ITZ is often rainy because of the rising warm moist air, while the horse latitudes are often sunny because of the falling cool dry air. You'll get becalmed and have to eat your horses in both places, though.

This is pretty easily explained with physics actually, the vortexes that create hurricanes occur because of the rotating currents above and below the equator due to the rotation of the earth.

Edit 1: In other words why don't we have hurricanes form off the coast of California heading towards China and Brazil heading towards Africa?
Edit 2: I see now that I north America they form off from Mexico but South America is strangely absent.

It has mostly to do with water temperatures. Tropical cyclones need at least 27°C. Then, tjey can't form too close to the equator due to coriolis force. Some addittional factors play a role, that leave these areas.
