Caracas is hosting the National Plenary of the Indigenous Constituent Process , a crucial space for debate and articulation that seeks to transform self-government projects and policies for the native peoples of Venezuela.
This historic day is consolidated as a manifestation of the strength of Indigenous People's Power, whose commitment is key to the fulfillment of the Seven Transformations Plan (7T) promoted by the national government with a horizon in the year 2030.
The participation of the communities is described as "extraordinary and leading ," exceeding all initial goals. The Minister for Indigenous Peoples, Clara Vidal , and Deputy Noheli Pocaterra are leading the meeting, which brings together delegates and authorities from Venezuela's 34 indigenous peoples at the Venezuelan School of Planning to discuss and consolidate proposals that, based on their cultural diversity and ancestral knowledge, will inform the Republic's upcoming Constitutional Process.
The mobilization and organizational figures demonstrate the effectiveness of the grassroots process. One hundred percent effectiveness was achieved in the municipal assemblies , with 81 meetings held throughout the country. In total, more than 14,400 people mobilized in the municipal and state assemblies , reflecting a massive commitment to the collective construction of the country's future.
A significant political and territorial development is the holding of assemblies in 18 states and, for the first time, two meetings in the strategic Essequibo region of Guayana . This participation not only underscores Venezuelan sovereignty over the territory but also formally integrates the voices and proposals of the ancestral communities of that area into the national debate .
This massive indigenous participation is interpreted as a fundamental impetus for two essential axes of national governance. On the one hand, it consolidates Direct Democracy , a central element of Political Transformation (1T).
On the other hand, it accelerates the comprehensive recovery of the Welfare State (Social Transformation, 2T), by incorporating the needs and visions of the native peoples as protagonists and custodians of constituent power.
Under this spirit of "exchange of knowledge and collective construction" , the native peoples reaffirm their role not only as subjects of law, but as decisive actors in national politics.
The Minister for Indigenous Peoples stated that the men and women of the native population come to bring the proposals from the assemblies in which "2025 has become a wonderful year for the indigenous peoples of Venezuela, since the incorporation for the elections held in the country."
The minister noted that she took indigenous councilors and eight legislators representing those states to the National Assembly (AN) in 69 municipalities , in "an expression of living democracy."
"This is indigenous Venezuela, which transfers its power to the people, which is seen and felt in union with indigenous organizations and movements ," Vidal said, adding that this day is an example of unity, collective work, gallantry and resistance.
“From here we will begin a new stage in the history of Venezuela, where this Indigenous Constituent Assembly must mark that timeline, the rights that have been granted to us, and the progress we must make in our communities,” he stated. The National Plenary of the Indigenous Constituent Process thus becomes a symbol of self-determination and cultural reaffirmation, laying the foundations for a more just, prosperous, and profoundly multicultural nation.
