There are many exchange students in North Korea, you can find the details of exchange programs on the websites of their participating universities. These are typically rigorous degree programs.

Due to various sanctions regimes, not all nationalities are eligible to participate and due to need, preference is typically given to applicants from underdeveloped countries such as impoverished Africa, Latin America, or SEA but there are a growing number of Eastern European and Chinese students.

Another large exchange program is run at Kim Chaek University of Science and Technology but it typically runs through direct exchange programs negotiated with foreign partner universities.

Several Canadian universities, such as UBC, also have limited programs for student and professor exchanges, though I have never heard of a Canadian student going to the DPRK only Canadian professors. DPRK students and professors do come to Canadian universities in very limited numbers through these programs though. There are similar agreements at select institutions in Europe and Asia as well.
