My comment:
So immediately after Assad fell they moved in to stay permanently with fortified bases, right next to the capital Damascus. The army which previously held the positions had to fall back due to instability, and the Russian bases where still in limbo there.
Protection of the new Syrian state seems mainly a concern for the Turkish forces now, but their establishment as a security guarantor takes time, if it happens at all.
