Colombia was not and is not in NATO. They are a "global partner". There are a bunch of states that are not official members but are so closely aligned with NATO that they may as well be de facto members. Though there are also varying degrees to this and some are more integrated than others.

The fact that Colombia has been very close to NATO should not be a surprise, they were ruled by a succession of very right wing, and very US aligned (comprador) governments for the longest time. They were one of the US's main forward operating bases for doing all sorts of heinous shit in South America. The US helped the Colombian government to wage a brutal campaign of repression against leftist guerillas for decades.

Looked it up: Colombia was a global partner of NATO. Australia, Iraq, Japan, Mongolia, New Zealand, Pakistan, South Korea are also global partners

Columbia is technically bordering the Atlantic, and most of the country is North of the equator. It's good that their leaving now, though.
