Cuba approves law promoting agroecology and food production

Decree No. 128 of 2025 provides economic incentives and certifications for farmers, cooperatives, and companies that develop agroecological practices in food production, processing, and marketing.

Cuba took a historic step by approving, for the first time, a legal framework supporting agroecological practices developed on the island for more than four decades . This framework includes economic incentives and certifications for farmers, cooperatives, and companies that implement agroecological practices in food production, processing, and marketing.

This is Decree No. 128 of 2025 , published in the Official Gazette, which in nine chapters and 40 articles lays out the foundations for promoting this sustainable production model that will come into effect within 90 days.

It also establishes the creation of a National Fund for the Promotion of Agroecology , which will allow channeling financial resources in various currencies to guarantee the expansion of these practices .

In presenting the new regulations, Elizabeth Peña Turruellas, national director of Urban, Suburban, and Family Agriculture, emphasized that they emerge from a process spanning more than 30 years of shared practices and knowledge.

Peña recalled that Cuba has become an international benchmark in the matter and that the provision reflects both the Constitution of the Republic and the Law on Food Sovereignty and Security , in addition to peasant knowledge and the contributions of scientists, academics, and organizations such as ANAP.

In the official's opinion, the measure also responds to the political will of the Cuban State and to President Miguel Díaz-Canel's repeated calls to apply science, innovation, and agroecology to food production.

The decree has an inter-institutional nature : it involves ministries such as Agriculture, Finance and Prices, Tourism, Education and Higher Education , as well as the organization that brings together Cuban farmers, the National Association of Small Farmers (ANAP), which will play an essential role in the “From farmer to farmer” movement and in the promotion of agroecological tourism.

Experts such as Juan Guerra (ANAP) and researcher Fernando Funes emphasized that agroecology combines science and peasant traditions to maximize the use of natural resources , recycle animal and plant waste, and integrate the use of renewable energy.

In addition to the productive and environmental benefits, the decree has a social dimension , as it seeks to stimulate family settlement in rural areas and ensure the continued presence of young people and women in the sector.

For her part, Yamilé Lamothe Crespo, deputy director of Science, Innovation, and Agricultural Extension at MINAG, emphasized that agroecology is a model capable of responding to the global climate crisis and can only advance with the coordinated participation of several ministries and institutions.

Along the same lines, Mariana Pérez Periche, Director of Quality Management at the Ministry of Agriculture, emphasized that the standard incorporates criteria for traceability, quality, and food safety .
