The consultation on the draft Labor Code, which is taking place nationwide from this Monday until November 30, can be described as a profoundly democratic exercise.

The consultation seeks to encompass all Cuban workers, regardless of their form of management. This participation includes the state and non-state sectors, MSMEs, Non-Agricultural Cooperatives (CNA), self-employed workers, local development projects, and even extends to Cubans abroad, to contribute new ideas, voice opinions, and contribute to the improvement of this important document.

Pilot assemblies in each territory launched this Monday the aforementioned process, the most important for the labor movement in 2025, as it will allow for new, modern labor legislation that guarantees labor rights in a dynamic and diverse environment.

This update has ceased to be an aspiration and has become an ongoing legislative process, deeply participatory and with solid legal and social foundations, as the Minister of Labor and Social Security, Jesús Otamendi Campos, recently acknowledged on the television program Mesa Redonda .

This initial policy, he explained, was enriched through consultations and interventions, and reviewed by bodies such as the Supreme People's Court, the Attorney General's Office, and the Permanent Working Committees of the National Assembly of People's Power.

The update process has focused on five general aspects: the principles governing labor relations, access to employment, worker guarantees, recognition of new forms of employment, and expansion of the scope of application.

The draft bill, published in tabloid format and digitally on several websites, will be discussed at workplace meetings, during which all possible criteria, suggestions, and concerns will be collected.

Every worker, employer, and citizen has the opportunity to express their opinion, propose, and directly contribute to the creation of a law that will impact their work life, stated Osnay Miguel Colina Rodríguez, president of the Organizing Committee of the 22nd Congress of the Cuban Workers' Federation.

According to reports, the reform of Cuba's Labor Code is based on a series of factual and legal grounds that reflect the country's evolution in recent years.
