You want to tether to the ground something that'll require helium or hydrogen gas to stay afloat, where the equipment aboard will have to be light enough to stay aloft, and then try to focus the airship in such a way that electricity can be generated? There's no way that's efficient and there are plenty of ways to design something more reasonable. I guess there's a reason the story didn't come with a video or any compelling evidence will function.

You're talking about trying to focus the airship in a way that electricity can be generated. It's pretty obvious to anybody with a functioning brain that a balloon on a tether will naturally align with the wind direction much like a kite does.
