The Ghost in the Machine

For example, AI is being used to maintain the world's largest high-speed railway system and to manage the country's high-voltage power lines via specialized robotics.

At this point it is important to draw distinction between good old machine learning and LLMs. LLMs have become synonymous with AI because of the marketing blitz and the press being clueless. But China has been reporting on its AI applications for a while since before LLMs became ubiquitous and I am pretty sure they are using specialised machine learning implementations rather LLMs.

For sure, LLMs are getting disproportionate attention right now. That said, what we're seeing happening increasingly is that LLMs are now being combined with other techniques like RL, so it does tend to be a combination of different machine learning techniques that gets really interesting results. From what I've been reading LLMs are very much part of the mix in China, and they seem to sit at the interface level providing a human friendly interface for underlying systems as discussed here. https://english.ckgsb.edu.cn/knowledge/article/ai-driven-robotics-and-china-future-industries/

Another great piece and a great example of how to apply dialectical materialist analysis!
