Cuba: Parliamentary Commission calls for urgent strategies for the Housing Program

During the working session held as a prelude to the fifth ordinary session of the Parliament, the Industry, Construction and Energy Commission of the National Assembly of People's Power of Cuba analyzed the progress and obstacles in housing construction, a priority issue for the country due to its social impact.

The General Director of Housing of the Ministry of Construction, Delilah Díaz Fernández, referred, “When an analysis is made of the typologies used in finished housing, we can see that less than half of the provinces have houses finished with bricks.”

“A total of 858 houses have been finished, 80 of them with bricks and 411 with blocks, and only two houses -in the provinces of Matanzas and Las Tunas- have been built with masonry walls”, she pointed out.

The Housing Program is facing significant delays, especially in the completion of basic housing units for vulnerable sectors.

This deficit is added to the fuel shortage and the intensification of the economic sanctions imposed by the United States, factors that limit the productive capacities in all provinces.

The housing deficit in Cuba reached 805,583 housing units at the end of March 2025, according to data presented by the Industry, Construction and Energy Commission of the National Assembly of People's Power, reported by the Granma platform. Of this total, 398,364 require rehabilitation and 407,219 must be built from scratch.

In 2024, the number of houses in regular and bad conditions increased by 6,520, which indicates that the housing fund is not advancing, as reported by Delilah Díaz Fernández.

Diaz Fernandez pointed out that “there is a population with a need for transformation in housing care, and the plans are below that need,” both for those living in deteriorated housing and for those who require a new one due to the housing deficit.

The state housing completion plan reached only 22 percent compliance, while attention to demographic dynamics, which includes families in vulnerable situations, was limited to 13 percent of the housing planned.

The Minister stated that there is a population with a need for transformation in housing services and the plans are below this need, both for those whose housing is in a deteriorated condition and for those who demand housing due to a housing deficit.

To address these shortcomings, directives have been designed to focus on the intensive use of natural and recyclable resources available in each territory.

The strategy seeks to optimize local potential, such as clay and pebbles, to increase the production of construction materials and reduce dependence on imports.

The director emphasized the need to develop strategies to close the housing gap, prioritizing both rehabilitation and construction of new housing to guarantee access to decent housing.

In this regard, the nation's housing stock is counted at 4,092,827 housing units, with an increase of 2,728 (0.1 percent) in 2024. Of these, 65 percent (2,647,605) are in good technical condition, while 35 percent (1,445,222) are in fair or poor condition, an increase of 6,520 deteriorated homes over the previous year.
