According to the content of criminal case 405/2025, Rodrigo Rosales Salazar, district judge specializing in the accusatory criminal system of the Federal Criminal Justice Center in the state of Querétaro, issued arrest warrants against the members of the criminal group headed by Jacobo Reyes León El Lic , among whom is mentioned the businessman Rocha Cantú, accused of organized crime, trafficking of firearms and hydrocarbons.
He has been under investigation for a year.
The court order was issued on November 15 at the request of the Special Prosecutor's Office for the Investigation of Terrorism, Stockpiling and Trafficking of Weapons of the Specialized Prosecutor's Office for Organized Crime (Femdo).
The arrest warrant states that Reyes León “was a PRD candidate for mayor in San Martín de las Pirámides, Hidalgo; and that he has a fuel theft distribution center in Huehuetoca, State of Mexico .”
The document from the Federal Judiciary states that the investigation was integrated with intelligence reports and field work by members of the National Guard and the FGR, as shown in reports SSPC/Conase/SI-JR/00195/2024, dated December 17, 2024, and SSPC/Conase/SI-JR/00203/2024, in addition to authorizations for “intervention of private communications”, as is the case of the warrant identified with guide 1985/2024-I, issued on December 12, 2024, authorized by the fourth control judge of the National Center for Specialized Justice in Investigation Techniques, Arrest and Intervention of Communications, residing in Mexico City.
Page 20 of the arrest warrant indicates that Reyes León assured his accomplices that “he has the machines and that he has manufactured 1,500 R15 magazines a week,” which were delivered to Ezequiel Cárdenas Rivera or Tony Tormentas in Tamaulipas, leader of Los Escorpiones , a cell of the Gulf cartel, who was arrested last August.
Regarding Raúl Rocha Cantú, on page 203 of the 275-page document it is specified that he was “identified as a member of the organization since December 15, 2024, the above derived from the events obtained from the interception of private communications 1985/2024-IV”.
It is added that the businessman has “management functions in the investigated organization, injects capital into the importation of fuel from Guatemala and the United States; he has paid millions of pesos to Jacobo Reyes León in exchange for information, since the latter as an intermediary gets him information in the Femdo.
“Daniel Roldán Morales, alias El Inge, is in charge of transferring the profits generated by the sale of fuel to Raúl, who owns service stations (gas stations), which he supplies with the illicit fuel obtained by the organization; likewise, the person under investigation maintains communication, primarily, with Jacobo Reyes León.”
Rocha Cantú obtained a plea bargain last November and for that reason he was not made available to the judge who issued the arrest warrant.
