Depends on whether the first job is part-time IMO.
If you have a job to just do something 2h a day or 2 days a week, it may not be exploitation or an economic problem if it doesn't pay enough to live a normal life.

I don't accept the premise that everyone needs to work to live. We're no longer farmers struggling to live through winter. The rich (anyone with more than like $5 million investable) don't need to work, but no one calls them welfare queens.

Boss might exploit her, but the problem is not the boss. The problem is economic state. Unregulated real-estate, stock market, and mega-corporations are the issue. Not some random ass boss.
