The bucket starts empty and the slightest wind can knock it over. It can't support the hose unless balanced perfectly. But the more it gains, the more secure it becomes. Soon it is heavy enough that the wind can't knock it over. Soon it can support the hose without issue. With cultivation, the bucket can put it's roots down; and become able to support that which helped it get there in the first place.
