As somebody who has worked that (on the civilian side), turnover is too high (deployments) to put active duty folks anywhere important in IT; nobody is in one place long enough to learn things at a deep level.
Its still gonna suffer tho, federal employees are generally underpaid for IT work and frankly nobody with any sense trusts federal employment anymore.
