In the beginning of the fourth Harry Potter book, the titular character receives a letter from the parents of one of his friends. Because they are wizards living apart from modern society, they don't know how many stamps to put on the envelope, so they cover the whole thing just to be safe. Harry's uncle, Vernon Dursley, is furious at the indignation of the postman wryly commenting on the unusual letter. The Dursleys exist as a hyperbole of the stereotypical british suburbanite, lashing out at anything and everything that could be considered even slightly out of the ordinary or weird. They are intended to be read as contemptible for being such closeminded squares.
It's weird that JK Rowling wrote them.
