Try sulfur soap. It is cheap and keeps me from getting cystic acne.

Use of strong benzoyl peroxide cream for a week, apply and just stand around for like 10 minutes before every shower.
AHA/lactic acid cream before the undies go on for the day on butt and thighs--keep away from the bits.
Super lightweight salicylic acid toner before lying down for the night.
I do the benzoyl peroxide when I have a breakout flaring up, the other two are maintenance steps that I think I should be doing every day unless I expect my booty to see the sun. I don't though, which is probably why I get sporadic breakouts.

If you can, see a dermatologist. I got some lotion for acne prone areas.
