I vaguely remember the original twitter ads and iirc Chiitan is a mascot for Japan itself, not any particular product.

Chiitan was originally an unofficial mascot for the city of Susaki on Shikoku that has an official mascot who's also an otter in a similar style. Both are personifications of real otters that live in the city.
At some point Chiitan's viral stunts led to complaints by residents who deemed them crass and violent, and Chiitan was forced to no longer affiliate with the city in any way.
