I disagree. I'm not saying they'd be enthusiastic or government subsidized but I think they'd be legal and you could buy them from a guy like other chems and people in the NCR could make them.

Isn't there literal dialogue at the NCR checkpoint stating that the NCR are unfriendly towards gay people?

If you can't even be gay without consequences, I doubt they'd let trans people buy HRT.

Major Knight says that homosexuality is not as accepted by the troops of the NCR stationed at the outpost (or probably the Mojave in general), he actually says "this is not the republic" implying it's more tolerated in the NCR proper.

There's a difference between the frontier/military front lines and the heart of empire, civilians attitudes and military etc.

I don't think the NCR would enthusiastic at helping trans people (only the followers would be) but I think you could with effort transition and people would have a 1950s approach to it like Christine Jorgensen, like "huh isn't that neat".

He brings up the fact the legion condones homosexuality (somewhat).

He doesn't make the connection that's why the NCR troops in the Mojave are more homophobic but it kind of makes sense too.

Having sex with your other soldiers is legion shit and reduces battle readiness or other macho excuses etc.
