It's mostly a mystery game, the politics are more of a backdrop. But the entire thing takes place in a small oasis of the world outside of which is nothing but a dense eldritch horror fog.

No spoilers here because almost none of what I’m about to say is mentioned in the game itself.

Harry is a magpie and potentially the next Innocence, which is why the moralist spirit quest ending is what it is. It’s implied that the moralintern is killing magpies as a means of maintaining the status quo at all costs. But a lot of Harry’s premonitions about the future are so dark because 25 years following the events of Disco Elysium, a nuclear bomb is set off in Revachol. Apocalypse cop, firewalker, etc could all be a reference to this novelty that he’s channeling from a future where everything is destroyed.
