tl:dr: the Zionists priority is, was, and always will be to the settler project. Prior to the Holocaust, those who had the capital, the connection, and the right ideology to be a settler was allowed entry to Palestine for their Zionist Project, becoming the building block of their ideology, those who were poor, had no connection, the wrong ideology or no commitment to the Zionist project were rejected entry. Entry to the Jewish state in Palestine was limited and selective, regardless of qualification. It didnt matter if the Jewish diaspora was in danger in Europe. Funds could have been used to save an additional 300,000 or 600,000 Jewish refugees before the Holocaust at the time but priority was given to the nation-building project of Isn'trael. Their National Project took (and still takes) precedent over an individual or a group, this same ideological pattern can be seen today with the IOF's application of the Hannibal Directive during the Gaza genocide.
