Building out domestic refining capability will take at least a decade in the best-case scenario. This gives China a significant amount of time to advance its technology while the West figures out how to produce its own rare earth elements.
The West is in a difficult position. The policy missteps we see are a reflection of the fact that the people in charge often come from finance, law, and media. They have little experience with physical production or managing complex supply chains. They are used to dealing with abstractions and likely thought they could will an entire industry into existence overnight.
