Jesus Christ that's an awful inflammatory headline. I suppose it shouldn't be a surprise from The Age. This is pretty great news. Shame it's not being reported on as such.

"Congestion fees used to improve transit infrastructure" doesn't have much of a ring to it.

Haha, "Fuck your car, we're doubling fuel costs to pay for cycling freeways" sounds good to me.

While any sane person wants to see better public transport and cycling/pedestrian infrastructure, not all people are sane.
This sort of headline is what triggers the nutters who believe that running over cyclists (and pedestrians) is legal and socially acceptable.

I almost want to see if this posted to reddit to watch the butthurts screaming.

Well damn, it's almost like motorists cause most of the congestion. Maybe they SHOULD pay for it

City of Melbourne mayor Nick Reece and his deputy Roshena Campbell last week criticised the levy increase, saying it would discourage visitors to the CBD.
“The time is not right to cripple Melbourne traders. We are doing everything we can to get them back into the city,” Campbell said.
These people are as dumb as doorknobs. The vast majority of people come to the CBD via public transport.
We should prioritise pedestrians FOR BUSINESS (and wellbeing) since time and time and time again it's been shown to be better for business. We should prioritise vehicles that actually have to be there (delivery vehicles, tradespeople, disabled people etc), we don't want parking buildings filled with the brim with private vehicles.
If you drive to the CBD in a private vehicle, that's part of the problem.

As they absolutely should. Unless they want traffic to get worse.
The only solution to traffic is viable alternatives to driving.
