Problematic? Maybe an understatement. There should be very restricted and codified reasons why a police force shouldn't carry out recommendations from independent bodies. They should also be required to respond to each case explaining why they don't believe they need to take action, where they refuse.
No one should be perceived to be above the law, especially not the police themselves.
