You would hope this land would be turned into public parks/gardens for everyone to enjoy. Probably difficult to plan that out though, if they are surrounded by houses that haven't been bought out yet.

Even one lot is enough space to make a pretty good community garden. It's a great use of flood-prone land IMO!
