The first time I thought it was some dumb thoughtbubble that he'd throw out there and then leave to rot, because it's such an obvious non-starter of an idea. But he keeps bringing it back up.
The bringing of the BERTy buses to the airport is less dumb, but still dumb. There's already a train service there! And thanks to the exclusivity deal, they can't run the buses anyway. Get rid of the exclusivity deal and QR can run the airtrain without extracting extreme levels of profit, so you lose the need for BERT.

Re-inventing helicopters aside, is there any logic to renaming the international and domestic terminals to T1 and T2? I'm not from Brisbane, but it seems that current naming would be more informative.
