I'm surprised a carve out for farmers hasn't already been a thing. I'd gave thought farmers would already have run into this sissue with diesel generators and the like.

By fodder, i suppose they're meaning some kind of emergency store/bank of feed that can be accessed at a moments notice? Sounds like a good idea.
